Atlanta 1986. Der Büroangestellte Paul Walter Hauser (Richard Jewell) lernt den Anwalt Sam Rockwell (Watson Bryant) kennen, der den fettleibigen und etwas verqueren Mitarbeiter als einziger mit Respekt behandelt. Atlanta 1996. Nach einer, wegen seiner Eigenheiten gescheiterten, Karriere als Hilfspolizist ist Hauser Wachmann beim AT & T Pavillon der olympischen Spiele und fällt bei Kollegen auf, weil er die Sache genauer nimmt als sie. Am 27. Juli 1996, nach einem Drohanruf, explodiert in seinem Bereich eine Rohrbombe. Hauser hatte sie zuvor entdeckt und den Bereich räumen lassen. Dennoch gibt es Tote und Verletzte. Hauser wird als Held gefeiert. Doch da ruft sein Ex-Chef vom Piedmont College beim FBI an, der Hauser wegen Überschreitung seiner Befugnisse entlassen hatte, und berichtet von psychischen Auffälligkeiten. Ab sofort fokussiert sich das FBI auf Hauser als Verdächtigen, und FBI Mann Jon Hamm (Tom Shaw) lässt dies an die Journalistin Olivia Wilde (Kathy Scruggs) vom « Atlanta Journal » durchsickern. Von diesem Moment an wird Hauser von FBI und Medien verfolgt. Er nimmt Rockwell als Anwalt. Dessen Arbeit wird durch die Obrigkeitsgläubigkeit Hausers erschwert. Doch seine Gegenkampagne wirkt : Das FBI, das nichts wirklich in der Hand hat, muß die Ermittlungen einstellen.

Die Geschehnisse um den Bombenanschlag sind nur Staffage rund um diese Entwicklung – Eastwood hat sich auf solche Typisierungsfilme spezialisiert. Eine glänzende Parforce-Tour des Schauspielers Hauser. Braucht etwas Anlaufzeit, aber die lange Exposition hat gute Gründe.

Atlanta 1996: After a career as an auxiliary policeman that failed because of his peculiarities, Hauser is a security guard at the AT&T Pavilion at the Olympic Games and attracts the attention of his colleagues because he takes things more seriously than they do. On 27 July 1996, after a threatening call, a pipe bomb explodes in his area. Hauser had discovered it beforehand and had the area cleared. Nevertheless, there are deaths and injuries. Hauser is celebrated as a hero. But then his ex-boss from Piedmont College calls the FBI, who had fired Hauser for exceeding his authority, and reports mental abnormalities. From then on, the FBI focuses on Hauser as a suspect, and FBI man Jon Hamm (Tom Shaw) leaks this to journalist Olivia Wilde (Kathy Scruggs) of the “ Atlanta Journal „. From that moment on, Hauser is pursued by the FBI and the media. He hires Rockwell as his lawyer. His work is made difficult by Hauser’s faith in authority. But his counter-campaign works : the FBI, which has nothing really in its hands, has to stop the investigation.
