Die Hände über der Stadt

Neapel. Neben einer Baustelle des Bauunternehmers und Stadtrats Rod Steiger (Eduardo Nottola) stürzt ein Haus ein. Menschen sterben und werden verletzt. Der sozialistische Stadtrat Carlo Fermariello (De Vita) drückt die Einsetzung einer Untersuchungskommission durch. Da Wahlen bevorstehen, drängt Parteichef Guido Alberti (Maglione) Steiger zu Kompromissen. Der fordert, daß die Bevölkerung eines ganzen Viertels wegen „akuter Einsturzgefahr“ der Häuser ausquartiert wird und will Baureferent werden. In den Wahlen gibt es Stimmverluste und sogar in der eigenen Fraktion Widerstand gegen Steigers Wahl, aber der setzt seinen Willen durch.

Rosi schildert direkt und nüchtern. Er argumentiert in der Sache – Sympathien und Antipathien gegen Personen spielen keine Rolle. So bleibt der Film spannend; leider scheint er auch zeitlos zu sein.

Naples. A house collapses next to a construction site belonging to the building contractor and city councillor Rod Steiger (Eduardo Nottola). People die and are injured. The socialist city councillor Carlo Fermariello (De Vita) pushes through the setting up of a commission of enquiry. As elections are coming up, party leader Guido Alberti (Maglione) presses Steiger to compromise. Steiger demands that the population of an entire neighbourhood be evacuated because of the „acute danger of collapse“ of the houses and wants to become building commissioner. In the elections, Steiger loses votes and is even resisted by his own parliamentary group, but he gets his way.

Rosi gives a direct and sober account. He argues on the merits – sympathies and antipathies against individuals play no role. Thus, the film remains exciting; unfortunately, it also seems to be timeless.
